


Malaysia’s poultry industry is preparing for major regulatory changes following commitments under the Malaysia-US Agreement on Reciprocal Trade (ART), which was signed recently by Prime Minister Anwar Ibrahim and US President Donald Trump.
The pact requires Malaysia to replace nationwide bans with zone- or county-based restrictions when handling animal-disease outbreaks such as highly pathogenic avian influenza (HPAI) — a shift that could redefine disease control and trade governance in the poultry sector.
Progressive measures
Veterinary policy expert Dr Saravanakumar S Pillai said the move is “technically demanding but ultimately progressive,” allowing Malaysia to maintain trade continuity while strengthening disease containment.
“Zoning ensures science-based, targeted responses instead of blanket bans,” he explained. However, implementing this approach will require enhanced surveillance, real-time data exchange with the US Department of Agriculture (USDA), and tighter coordination between federal, state, and border authorities.
The Department of Veterinary Services (DVS) will need to expand laboratory diagnostic capacity, officer training, and risk communication systems to update import eligibility as disease statuses change. Dr Saravanakumar added that Malaysia already uses a digital import-permit system reflecting disease-free zones but will need integration with USDA databases to comply with ART.
Food safety and sanitary systems
Under the agreement, Malaysia also recognizes US food safety and sanitary systems for meat and poultry as meeting its import standards. While this facilitates trade, Dr Saravanakumar emphasized that Malaysia’s own verification and halal oversight must remain intact.
“The ART is designed to promote trade, not replace domestic regulatory authority,” he said. “DVS, the Food Safety and Quality Division (FSQD), and Jakim must coordinate closely to ensure that facilitation does not compromise halal integrity or animal welfare.”
The shift to zoning will be implemented within 180 days for poultry, demanding faster information flow and robust disease tracking. During outbreak periods, imports may be limited to heat-treated or processed poultry products, with raw meat subject to heightened inspection and certification.
Beneficial new framework
Despite potential challenges, experts believe Malaysia’s poultry producers can benefit from the new framework. By strengthening traceability, welfare standards, and biosecurity — including vehicle disinfection, waste management, and feed hygiene — Malaysia can safeguard both its domestic flocks and export reputation as it moves toward a more modern, science-driven biosecurity system.
